The idea
A statement describes a problem; two suggested actions follow. An action follows if a sensible authority would take it: it is practical, proportionate and actually reduces the problem (or prevents it from recurring). It is a Rohtak/JIPMAT "decision making" format.
Textbook vs exam method
Textbook method
Identify (1) the problem, (2) its cause if given, and (3) who can act. For each action, check that it is feasible, that it targets the problem or its cause, and that it does not create a bigger problem.
Exam method
- Name the problem in a phrase. ("ATMs empty on weekends").
- Ask "Does this reduce it?". No → does not follow.
- Ask "Is it practical and proportionate?". Shutting, banning or punishing everyone → does not follow.
- Both can follow. short-term relief plus long-term prevention.
